If you don't wish to directly support core gameplay changes may I suggest a scripting system similar to that found in the X3:Reunion/Prelude universe where you have a script engine built into the main game which you can open via the ship console when in dev mode which allows you to write native game variable overrides and save the scripts or load them.

I don't see anything about this anywhere other than the usual text doc supported changes I mod myself and have a clue that most of the guts are in the. (Example: Increase NPC traffic in empty space, Change cruise speed max velocity) Nothing considered a cheat both client and the server would need the mods made. Do you have any issues with people making changes to core game files too add or change gameplay or add new planet types.Any chance of a modding tool other then the documentation? GUI prehaps for easier adding of common text items just something to speed up the process with templates for things you can do with text documents.
